Similar to expansions such as Washington Z.C. from Zombicide: 2nd Edition, and Gears & Guns from Zombicide: Undead or Alive, Eternal Empire is a campaign expansion. It consists of 10 Quests that form a single ongoing story that the Survivors go through, accumulating experience, skills, and equipment as they go. Their actions and choices on each Quest may have either positive outcomes or dire ramifications down the line. You’ll even be able to carry over equipment from previous Quests!

During the game, players roll and collectively choose dice that determine where players can draw tourists and chart routes. This way players have a fair degree of control over the randomness of dice, and can strategize.

Your goal is to create a route with as many tourists and landmarks of different types as possible, because they score you victory points. Before the end of the game, you will be confronted by one of the Old Ones: Cthulhu, Yog-Sothoth, Dagon or Shub-Niggurath. Depending on how well you avoided Horrible places and used special abilities provided by otherworldly creatures, you either gain rewards or lose tourists.

At the end of the game, tourists and attractions in city blocks along your route earn you victory points. You also get victory points for Personal Objectives and Old Ones’ rewards. The player with the most victory points wins the game!

Aside from their passive abilities, each Divine Beast has 3 special Action cards. When a Divine Beast would activate during the Zombie phase, it draws from its deck of Action cards instead. Then it performs the legendary actions described on the card, heralding in waves of chaos across the board! Once a Divine Beast runs out of action cards in its deck, it vanishes from the board, signaling the spawn of the next Divine Beast.

Defeating a Divine beast grants the Survivor with a blessing of a Skill card.
